Small Business First Program (SB1st)

University of California has a goal of 25% small business utilization for overall annual contract dollars.  

The Small Business First (SB1st) program calls for non-construction contracts and procurements between $10,000 and $250,000 to be awarded to certified Small Businesses (SBs) and/or Disabled Veteran Business Enterprises (DVBEs), wherever applicable. The following US government issued certifications are accepted:

  • Small Business
  • Service Disabled Veteran Owned Business
  • Small Disadvantaged Business
  • Woman Owned Business
  • Veteran Owned Business
  • LGBTQ Owned Business
  • Minority Owned Business
  • 8 (a) Business Development
  • HUBZone

To participate in the Small Business First (SB1st) program:

  1. Register with SupplierOne to be found by UC Riverside buyers for upcoming bids
  2. Register with CalUsource to participate in bidding opportunities across the UC system
  3. Read University of California Terms and Conditions of Purchase to ensure you can meet them
